1) Open a DOS command prompt in administrator mode (ie Start - All Programs - Accessories - right-click on Command Prompt and choose Run as Administrator)
2) type the following:
cd "Program Files(x86)\Adobe\Adobe Premiere Pro CS4"
     regsvr32 MediaCoreMarshall.dll

If that doesn't work, then yeah, you probably want to reinstall, as there's other components that might not be registered correctly with the OS. Try launching one of the other installed apps (Encore or Onlocation?), as they all should have the serial number unregistation options.

Same error, completely different problem. Turned out to be a bad installation of cineform aspecthd. Removing and reinstalling did the trick.

“Premiere Pro has encountered an error.
[....SrcImporterProcessClient.cpp-127]”

Turn Off UAC or Run as administrator does not help.
Sad but true.
